Kendall County IL- November 22, 2022 —Fox Metro Water Reclamation District is pleased to announce the retirement of its longest-tenured District Manager, Tom Muth effective December 2, 2022.
As a former civil engineer for the City of Aurora, Tom joined the District in 1986 and has served the community his entire career, providing the leadership and vision to ensure that Fox Metro wastewater processing capabilities matched the robust area growth. Over his 36 years, Tom saw the district grow 100% to over 320,000 customers serving 4 counties and 7 municipalities. Under his leadership, Fox Metro wastewater treatment capabilities grew from treating 8 mgd to 42 mgd while maintaining monitored permit compliance with the federal and state EPA, routinely being recognized by the Illinois Association of Wastewater Agencies (IAWA) and the National Association of Clean Water Agencies (NACWA) as a “best in class” provider of wastewater reclamation services.
Tom embraced and put in place Fox Metro’s guiding principles of providing safe, reliable wastewater treatment service at a reasonable cost, “Giving Water a Second Chance”. Paramount to his success was developing a culture of teamwork and fostering a collaborative environment by valuing the contribution of every employee, regardless of their position.
“Fox Metro will miss the leadership and business acumen that Tom afforded the District for over 36 years. His management style and relationships with community leaders allowed the District to seamlessly grow to support the ratepayers we serve”, said Judith Sotir, President of Fox Metro’s Board of Trustees. “On behalf of our Board, we thank Tom for all that he accomplished and for leaving behind a diverse workforce who will move the District thru the 21st century. We also thank Tom’s wife, Jill and his children Kurt, Chris, Matt, and Lindsay and know that you’ll look forward to many years of the new memories you’ll create with Tom being unencumbered by the demands of the job that knew no “clock out time”.

I am confident that the District is in great hands with a well-trained team who treat each other with dignity and respect while working together to achieve shared goals”., said Tom Muth, Fox Metro District Manager. “In my retirement, I look forward to spending time with my family and traveling. I also remain committed to the success of the District and will offer my help in the event they need my assistance.”
Karen Clementi Named District Manager
With the acceptance of Tom’s retirement notification, the Fox Metro Board of Trustees announces the promotion of Karen Clementi, Assistant District Manager to the position of District Manager effective December 1, 2022.
“Karen has been an integral part of the Fox Metro employee team over the last three years,” said Judith Sotir, Fox Metro District President. “But her support of the District’s capacity growth and environmental compliance goals began over 20 years ago as a partner with a consulting engineering company that served the District. We are pleased to continue to utilize her institutional knowledge of the Fox Metro system combined with her vast experience delivering wastewater treatment “best practices” learned in over 20 years in the environmental engineering business.”
“I look forward to continuing the legacy established by Tom and our talented team at the District,” said Karen Clementi. “We will continue to put the needs of the ratepayer first by collaborating both internally, with community leaders, and within the industry to provide safe, reliable service at a reasonable cost.”
Karen earned a Bachelor of Science degree and Master of Science degree in Biology from Western Illinois University. Karen has volunteered with many charities and professional service organizations within the local community. She currently serves as the Oswegoland Park Foundation Vice Chair and the Illinois Association of Wastewater Agencies 2021-2023 Member-at-Large.
