Interim Regulatory/Public Relations Manager

Nature of Work

This is an exempt salaried position that performs work of considerable complexity under the general supervision of the District Manager. Coordinates all activities related to the District’s environmental regulatory compliance issues. Oversees the District’s public relations activities. Assist the District Manager with facilitation of intergovernmental cooperation at the Local, State and Federal level.

Examples of Duties

Direct, coordinate, and manage all work related to NPDES compliance, environmental assessments, jurisdictional wetland reports, UST & AST related issues, Storm Water Pollution Prevention Plans, Spill Prevention Control and Countermeasure Plans, air emissions permitting, hazardous waste, and any other environmental related topic. Provide assistance to other departments relating to regulatory compliance. Coordinate public relations activities and outreach to the general public, local agencies, and other non-governmental organizations to foster public education and goodwill within the community.


Training and Experience: Master’s Degree in natural or physical science preferred. Five years technical experience relating to regulatory compliance issues for WWTP’s, and five years of supervisory experience. Must be proficient in Microsoft Word & Excel, database and internet programs to prepare reports and presentations.

Knowledge, Skills, and Abilities

Must possess and exhibit excellent public communication skills. Must possess broad range of interdisciplinary skills and knowledge regarding public wastewater treatment plant regulations, industrial pretreatment program and wastewater treatment plant lab analyses. Must be willing to direct/assist technical studies in the field which may involve numerous District departments.

Working conditions

The work environment for this position will involve working with samples of wastewater, Biosolids, hazardous material, chemicals and fumes and possible airborne particles; and may include out-of-doors field work. May occasionally have to lift objects weighing 50 pounds.
